Inappropriate behaviour from BMC authority.

Someone from the BMC authority fined us for smoking in no smoking zone while he himself was eating tobacco and when we argued with him saying that even you are eating and spitting tobacco in a non spitting zone, he spitted in front of us and said he has an authority and he can do whatever he wants to do.
This is not expected from BMC authority.
