Wisconsin State Representative Jimmy Anderson, who is a paraplegic as the result of a 2010 car accident, has requested permission from Assembly Speaker Robin Vos to attend some committee meetings remotely via speakerphone or Skype, which would allow him full participation in those meetings. Because Anderson depends on attendant care, and has a limit on the time he can remain in his chair, he is not always able to attend meetings, or late night sessions of the legislature. In what has become a major controversy, Vos has refused to allow this, stating that this would be "disrespectful to citizens who take the trouble to appear in person," and accusing Anderson of grandstanding on the issue, rather than going through channels. However, state senate rules allow this, and Anderson can document having made this request to Vos seven months ago. In this August 2, 2019 interview on Community Conversations, host/producer John Quinlan inquires about why this request does not represent the "special treatment" Vos claims it does, and explores Rep. Anderson's life story, and what moved him to explore public service. His answers are compelling and inspiring.
As of this writing, the controversy continues, with Vos digging in, proposing a "compromise" that involves Anderson watching hearings via video, but not being allowed to offer observations or ask questions, something that falls short of full participation in a committee meeting or hearing. Vos maintains that Anderson is not legally an "employee" of the legislature, and therefore, he is exempt from providing him with accommodations under the ADA. Anderson cites open government requirements to make legislative hearings open to all elected representatives. Anderson is attempting to arrange a meeting with Vos. If the current impasse continues, Anderson states that he may have no choice but to sue under the ADA.
